This is something I can get on board with. The NCAA is proposing significant rule changes for both the men's and women's game when the 2015-2016 season commences.

First up for the men, the biggest change would involve cutting the 35 second shot clock down to 30 seconds in order to boost scoring. To put things in perspective, the NBA has used a 24 second shot clock since the early 1950s; the scoring is outrageous and at least consistent 80 percent of the time. What's even crazier, the college shot clock was once 45 seconds and it was reduced to 35 in the 1993-94 season.

Now, a big pet peeve of mine and probably yours during this year's NCAA tournament: TOO MANY TIMEOUTS! Of course, there's a huge amount of advertising dollars out there and they go all out when March rolls around, but the media timeouts were out of control this year. The proposed changes: cutting back timeouts from 5 to 4, with no more than 3 being carried over to the 2nd half, resuming play quicker after a timeout or after a player has fouled out, and any team timeouts taken 30 seconds prior to a media timeout will become media timeouts, the only exception being the first team timeout called in the 2nd half. Another quick one, a coach wouldn't be able to call a timeout if the ball is live.

Officials would be able to review a potential shot clock violation on made field goals throughout the entire game as opposed to the last few minutes.

The rule changes being proposed for the Women's game are even more radical. The committee is proposing the game be divided into four 10 minute quarters, like the WNBA, as opposed to the traditional two 20 minute halves. Other changes, the ball would be advanced to front court in the final minutes of a game after a timeout, and shooting two free throws after the fifth foul of each quarter. These two are also being currently implemented the in WNBA. The shot clock will remain at 30 seconds.

Both men and women will see a change in the 10-second back court rule. If the ball is deflected out of bounds, the referee will pick up where he/she left off and the 10 second count will not be restarted so that the ball can be moved into front court quicker.

The NCAA Playing Rules Oversight Committee will discuss the changes on June 8.
