The Owensboro Police Department is searching for runaway juvenile, Kelsea Hester, 17. Hester walked away from the 1300 block of W. 3rd Street at approximately 2:45 p.m. on Thursday, April 14th. She was last seen wearing a black shirt and khaki pants.
