In times of crisis, whether short term or long term, a state of emergency is declared to help at the state, local, or sometimes federal level. But what does the term "state of emergency" entail?

I spoke with Daviess County Emergency Management Agency director Andy Ball and he gave me the scoop.

He said all it means is that a call has been put out, if needed, for state and federal assistance.

Which in the case of the water main break situation we are experiencing, Ball said he could, if necessary, put a call in for a water tanker to come in or for more bottled water to be shipped in if local stores cannot keep up with supply and demand.
