Many of us have never heard the term "finger annexation" until Thursday nights Daviess Fiscal Court Meeting. While the annexation of "county pockets", those areas surrounded by city property, has been a work in progress for the past decade, this is a new approach.

County Commissioner Charlie Castlen, a former City Commissioner, questioned the city "growing" when city services are already taxed within the current area.

On the Joe Lowe Morning Show Judge Mattingly said the city says it offers better services in exchange for a higher tax rate upon annexation but that is not always the case.

The subject of winter weather was addressed with Mattingly stating that the County now has cross-trained all employees with CDL's to drive the salt trucks and plows. With two crews capable of handling the job Daviess County can keep the trucks running almost non-stop if the need arises.

Judge Mattingly also talked about the  Christmas at Panther Creek  light show and plans to "Green Up" the court house with the addition of  solar panels on the roof.
